The Government of India, through the Ministry of Education, has taken an important step towards strengthening access to scholarly knowledge and research resources through the One Nation One Subscription (ONOS) initiative.

The ONOS initiative aims to provide access to leading e-journals and research publications to academic and research institutions across the country. By making high-quality scholarly resources more accessible, the initiative is expected to support researchers, faculty members, students, and institutions in advancing research and innovation.

Phase-II Planning Begins

As ONOS moves forward, preparations for the Phase-II implementation are already underway. As part of this process, an online survey was conducted in April 2026 to gather inputs from non-government institutions.

The feedback received through the survey is expected to play an important role in understanding the requirements, priorities, and expectations of institutions that could potentially participate in the next phase of the initiative.

Consultative Meeting with Private Universities

As the next step, a consultative meeting with stakeholders from Private Universities and Private Deemed to be Universities is being planned.

The meeting will provide an opportunity for representatives of private universities to share their views, experiences, and expectations regarding access to scholarly resources. It will also facilitate discussions on the proposed framework and possible participation of private universities in ONOS Phase-II.

The meeting is tentatively scheduled to be held in the last week of September 2026. The event is expected to be organized in in-person or hybrid mode, with further details to be communicated in due course.

Private Universities Encouraged to Express Interest

Private Universities and Private Deemed to be Universities that are interested in participating in the consultation meeting are requested to express their interest through the ONOS portal.

The participation of institutions is particularly important as it can help ensure that the planning for Phase-II takes into account the diverse research needs and challenges faced by private higher education institutions.

Who Should Represent the Institution?

The institution's representative should preferably be the Head of the Institution or a nominee authorized by the Head of the Institution.

In case a nominee is deputed, it is recommended that the nominee should be well-versed with the institution's research ecosystem, including its research activities, scholarly publishing requirements, faculty research needs, and access to academic resources.

A Step Towards Strengthening India's Research Ecosystem

The proposed consultation represents an important opportunity for private universities to contribute to the development of the next phase of ONOS.

Greater participation from private higher education institutions can help create a more inclusive and effective framework for access to scholarly literature and research resources. Collaboration between the government and academic institutions can further strengthen India's research ecosystem and support the country's broader goals in research, innovation, higher education, and knowledge creation.

As the September 2026 consultation approaches, private universities are encouraged to actively engage with the process, share their perspectives, and explore the possibilities of participating in One Nation One Subscription Phase-II.
